Using methods to design IT-systems

Working in Israel to design IT-systems means ... chaos. There is a real lack of knowledge and discipline in applying methods in the design of any IT project, but still many companies in Israel manage "... it somehow!". Why? Designing and developing an IT system in Israel is a process, which is applied in Israel for many years and when you look at its practices (in Israel to say), you might notice, that the methods - or the lack of it - looks suspiciously at those practices, used at the Extreme Programming and Design methods! I could even state, that before Kent Beck created (formalized) his "Extreme Programming Method", this method was already widespread in use in Israel. Because of the lack of knowledge and appliance of the formal designing methods for IT projects, I could observe the following trends in Israel:
  1. A 99.6% of all IT projects, which takes longer then 3 months fail
  2. A 85% of all IT projects, which takes less then 3 months succeed.
A country like Holland (an other extreme example here), the following observation:
  1. A 43% of all IT projects fail
  2. There are no IT projects in Holland, which is estimated less then 3 months of development
When I try to apply a development method for an IT project in Israel, the following:
  1. I always end up teaching everyone the methods being used
  2. There is always resistance of the upper management when the development project is on its way
  3. If there is no resistance, the development project is right on time and exactly according requirements
  4. If there is resistance, the development project fails
